Remarks of President of the Republic of Indonesia at the Launch of Core Values and Employer Branding of the State Civil Apparatus (ASN), 27 July 2021, from Bogor Presidential Palace, West Java Province

Assalamu’alaikum warahmatullah wabarakatuh,

Good morning,

May prosperity be upon us all,

Om Swastiastu,

Namo Buddhaya,

Greetings of Virtue.

 

Distinguished Vice President of the Republic of Indonesia;

Distinguished Ministers of Indonesia Onward Cabinet, Institutional Leaders, Governors, Regents, and Mayors, as well as State Civil Apparatus across Indonesia;

Ladies and Gentlemen, Esteemed Guests.

We frequently hear the catchword, slogan, or motto of an organization or company. For a long time, all regional governments have had their own motto, among other things, ‘comfortable’, ‘rhythmic’, ‘friendly’, and many more. The variation of motto among regions is fine. Every region has its own characteristics. In fact, the mottos in many regions use local languages. The uniqueness of the regions enriches our diversity insofar as it is in accordance with Pancasila state ideology and universal values.

On this auspicious occasion, I assert that wherever personnels of State Civil Apparatus are assigned, they should uphold the same core values and motto. State Civil Apparatus assigned in the Central or regional governments must have the same core values. Those who work as lecturers, teachers, prosecutors, doctors, nurses, policy analysts, administrators, as well as Public Order Agency (Satpol PP) officers, should have the same core values. State-Owned Enterprises employees and those working in other institutions also have the same reference-value proposition.

Ladies and Gentlemen,

State Civil Apparatus must have the same orientation to provide excellent service to the public. State Civil Apparatus is not a public official who asks to be served, who acts like the old colonial era official. It cannot work that way. It is not that era anymore.

Every State Civil Apparatus must possess a passion to serve, to assist the community. To that end, State Civil Apparatus is equipped with the authority and resources provided by the state. They must use the authority and resources provided by the state in an accountable manner with high loyalty to the Government, the nation and state, as well as maintain harmonious community life.

In the midst of a world full of disruption, capacity building, competence, as well as the ability to adapt to changes are essential for State Civil Apparatus since many challenges cannot be addressed by one agency, one region, one ministry or institution, or one expertise and one discipline alone.

Collaboration across organizations, across regions, across sciences, across professions, is very important. There are always cross-sectoral and inter-disciplinary issues.

Currently, the world has become completely hybrid and been more collaborative. There should be no egos, be it sectoral ego, regional ego, or knowledge ego.

That concludes my remarks on this auspicious occasion and by saying bismillahirrahmanirrahim, I officially launch the State Civil Apparatus’ Core Values “BerAKHLAK” (the abbreviation for Service-oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative in Indonesian language) and Employer Branding “Proud to Serve the Nation”.
