RPJMN Should Set Measurable Goals: President Jokowi

The National Medium-Term Development Plan (RPJMN) for 2020-2024 period should set measurable goals towards a developed Indonesia, President Joko “Jokowi” Widodo has said.

“The document should set a clear direction, have a measurable target and bring real impacts for our people. The target should be truly measurable and well calculated and must take into account various aspects, including the context of current global economic uncertainty,” President Jokowi said in his remarks at the Plenary Cabinet Meeting at the Presidential Office, Jakarta, Thursday (14/11).

The plan, the President added, should have well-calculated goals for economic growth and provide a clear strategy to achieve the targets. It should also set a clear goal for poverty reduction measures, he added.

“The RPJMN document should provide a road map to achieve the targets. The road map should be clear and achievable, instead of being abstract or normative,” President Jokowi said.

On that occasion, the President reminded his Cabinet Ministers not to have their own vision but to refer to the vision of the President and Vice President stated in the RPJMN.

“The plan should be connected to our national priorities and to the strategic plans of each Government Ministry,” the President said, adding that Ministry of National Development Planning/National Development Agency (Bappenas) must act as “a clearing house” to synchronize the strategic plans in the Government Ministries, the RPJMN and the vision and mission of the President and the Vice President.

In the meantime, Ministry of National Development Planning and Ministry of Finance, the President said, should ensure that Government Ministries take into account the RPJMN in drafting their budget plans.

President Jokowi further said that Government Ministries, Government Agencies and regional governments should work hand in hand in a coordinated manner, adding he has also instructed his Ministers to monitor the real implementation of priority programs.

“More often than not, we have a good plan but have problems in the implementation. Thus, effective delivery process is important in the 2020-2024 RPJMN draft,” President Jokowi concluded. (MAY/AGG/ES)
