State Apparatus Dies in Service due to COVID-19 to Receive Posthumous Promotion
The National Civil Service Agency (BKN) to award posthumous promotion to state civil apparatus who pass away while in service due to Coronavirus (COVID-19) pandemic. The Agency also called on ministries/institutions to report the death of state civil apparatus in their respective ministries/institutions immediately.
“In providing services and treatment to COVID-19 patients, state civil apparatus have high risk to get infected that leads to their deaths,” Acting Public Relation Division of the National Civil Service Agency, Paryono, stated in a press release.
In Appendix II of Regulation of Head of the BKN Number 5 of 2016 on Guidelines in Determining Work Accident, Work-related Disability and Illness as well as Criteria in Determining Status of Death of State Civil Apparatus, death means passes away while carrying on tasks and obligations or while in service.
“Thus, the death will be categorized as passes away while carrying on tasks and obligations or die due to acts by criminal elements or acts towards the criminal elements in carrying on the tasks,” Paryono said adding that government institutions should apply proposal of death status of their state civil apparatus through email: dit.skk@bkn.go.id so the process of granting posthumous promotion can start immediately.
After receiving the proposal, the BKN will verify status of the late state civil apparatus according with Government Regulation Number 70 of 2015 on Work Accident and Death Security for State Civil Apparatus, and Regulation of Head of the BKN Number 5 of 2016.
During verification, the BKN will coordinate with the Personnel Supervisor Officer (PPK) of ministries/institutions and remind them to submit letter of determination of death status for the state civil apparatus in their institutions who pass away while in service to handle COVID-19 to the BKN.
Then, the BKN will verify and validate proposal of death status submitted by government institutions according with criteria and technical procedures set in Regulation of Head of the BKN Number 5 of 2016. Based on the results, the BKN will give recommendation whether the late state civil apparatus “Meet/Not Meet the Death Criteria”.
Based on Government Regulation Number 70 of 2015, state civil apparatus with Death criteria will receive employee rights such as compensation of death that covers compensation, mourning money, funeral costs, and scholarship for the heirs.
“In addition, based on Government Regulation Number 99 of 2000 juncto Government Regulation Number 12 of 2002, state civil apparatus with Death criteria, will be posthumously promoted by one rank,” he concluded the release. (National Civil Service Agency’s PR/EN)
