State Apparatus Subject to Disciplinary Sanctions on 10 June Nonattendance

29_5_2019Minister of State Apparatus Empowerment and Bureaucratic Reform Syafruddin instructed Personnel Supervisor Officer of Central and Regional Government Institutions to monitor the attendance of the State Civil Apparatus (ASN ) on Monday, 10 June 2019, following the issuance of Presidential Decree Number 13 of 2019 on Collective Leave of Civil Servants of 2019.

According to Letter Number B/26/M.SM.00.01/2019 dated 27 May 2019, the Minister requested Personnel Supervisor Officer of Central and Regional Government Institutions to input the monitoring report through https://sidina.menpan.go.id on the same day at 15.00 Western Indonesian Time.

“Against ASN who do not come to work without valid reasons on Monday, 10 June 2019, they are sanctioned with disciplinary penalties for violating the obligations of Article 3 Number 17 of Government Regulation Number 53 of 2010 on Civil Servants Discipline,” Syafruddin said.

The imposition of disciplinary sanctions on ASN as intended, according to the letter, must be reported to the Minister of State Apparatus Empowerment and Bureaucratic Reform and submitted to the Head of the National Civil Service Agency (BKN) no later than 10 July 2019. A copy of the letter was also submitted by the Minister to President and Vice President.

For the record, President Joko “Jokowi” Widodo on 27 May 2019 signed Presidential Decree Number 13 of 2019 in order to achieve efficient and effective workday as well as to guide Government Institutions in carrying out 2019 collective leave (3,4 and 7 June 2019 for Eid al-Fitr collective lead, 24 December 2019 for Christmas collective leave). Meanwhile, the BKN through its press release dated 28 May 2019 said that to ensure the continuity of public services, all civil servants were asked to take a period of leave in accordance with the provisions stipulated in the Presidential Decree.

According to the press release, taking leave outside of the terms of collective leave is only permitted for obvious reasons, such as the far location of the Eid Homecoming, after taking into account the number of civil servants serving in their institutions.

The civil servants who carry out a period of leave outside of the provisions stipulated in the Presidential Decree, for example by extending the holiday period without prior leave request procedures will be subject to disciplinary sanctions as regulated in Government Regulation Number 53 of 2010 on Civil Servants Discipline.

The BKN also reminded the civil servants to carry out flag-raising ceremony to commemorate Pancasila Day on 1 June. The civil servants who take a period of leave during the day should attend the ceremony in local institutions by completing the form of proof regulated by the respective Personnel Supervisor Officer of Government Institutions. (JDIH Kementerian PANRB/Humas BKN/ES)
