To Prevent Child Abuse, Minister of Education and Culture Prepares Sanctions for Head of School

Minister of Education and Culture Anies Baswedan said that child abuse happens to a number of children at school. A school becomes a place where violence usually takes place because it is where every day more than 50 million children gather. When there are problems at their houses or environment, the school becomes the place where the problems occur.

Therefore, the Ministry of Education and Culture formulates a number of measure to reduce child abuse cases. The measures are: first, to establish more intensive interaction between the class teacher and the parents. “Starting this semester, the class teacher must intensively interact with the parents. They should not only meet at the distribution of report card but they also must communicate,” Anies said to the journalists after a limited meeting on child abuse handling, at the Presidential Office, Jakarta, on Tuesday (20/10) afternoon.

Second, the Minister added, since this year a special directorate for parents has been established. Anies explained that education materials for the parents will be given by the schools and class teachers.

Third, if the violence incident happens, hard punishment will be given to the school as well as the teachers who do not pay attention to the violence symptoms.

According to Anies, usually, there are the symptoms before the violence happens. It is not a sudden action. However, oftenly the school does not pay attention to the symptoms which allow the violence happens. After it happens, everybody talks about it. Therefore, any school that let the violence happens will get punishment, as has been instructed by the President. Thus, we decide to dismiss the head of school who let the violence takes place and the teachers will get sanctions as well,” Anies affirmed.

Four Factors

Meanwhile, the Head of Indonesian Child Protection Commission (KPAI) Asrorun Ni’am Sholeh said that there are four factors that trigger the child abuse. First is the vulnerability of family security. It can be prevented by pre-marital education and strengthening family institution through couples course that still needs to be developed.

Second factor is pornography. Based on KPAI’s data, a child is prone to be the doer or victim of pornography and always gets access to pornography materials. Therefore, it is important to prevent this through law enforcement mechanism.

Third, Asrorun added, is the violence shows on television, social media, or children’s game shows. Thus, it needs progressive measures to make the regulation to provide healthy shows for the children.

The fourth is punishment mechanism that is still lenient. “As I previously stated, the punishment will be harder that is castration mechanism, either chemical or surgical. Since the process needs legal basis, we propose to make a Presidential Regulation,” Asrorun said.  (MMB/YM/Naster)
