Ministries/Institutions Must Improve Budgeting Plans, Finance Minister Says
Receiving unqualified opinion (WTP) is not the only purpose of ministries/institutions’ financial reports, Minister of Finance Sri Mulyani Indrawati firmly said.
“It is more of using the well-managed financial state and accountability as feedback for budgeting plans in the next budget year,” Sri Mulyani said in her introductory remarks during a National Working Meeting for Government’s Accounting and Financial Report of 2019, at Dhanapala Building, Jakarta, Thursday (12/9).
The Minister went on to say that information contained in the financial report must still be used to improve the budgeting plans for the upcoming years even after the ministries/institution received WTP status from the Supreme Audit Agency (BPK).
On that occasion, Sri also conveyed her gratitude because more ministries/institutions receiving WTP status this year. She also appreciated coordination and cooperation between the ministries/institution and the BPK in improving their financial reports status.
However, the Minister reminded all about inputs and notes from the BPK which must be followed up by Ministry of Finance as the general treasurer of the state and ministries/institutions as users of state finance to continuously improve the quality of its financial management.
“I also expect other ministries/institutions can receive WTP status soon. We are ready to assist them to improve their financial report’s qualities,” she said, adding that the ministries/institutions should use the budget more effectively and efficient as instructed by the President.
In the occasion, the Minister has also awarded ministries/institution receiving WTP, including Regional Office of Directorate General of Treasury as the representative of 439 out of 542 regional governments which have received WTP status. She also handed over the plaque of appreciation to ministries receiving WTP for five consecutive years, including to the Cabinet Secretariat.
In the other part of her remarks, Sri explained that the value of State-Owned Goods (BMN) including buildings, lands, and assets recorded in the 2018 Central Government Financial Report (LKPP) amounting to Rp4993.7 trillion or 14 times bigger than it was in the first year of the implementation of LKPP which was at Rp298.3 trillion.
The effort of ministries/institutions in documenting and listing almost all BMN was appreciated by the Minister of Finance. Therefore, some of them received BMN Award as a token of appreciation for their effort.
“Allow me to appreciate the ministries/institutions which have come up with innovations in using information technology to manage the BMN,” she added. (FID/AGG/ES)
