VP Tells Government Agencies to Simplify Bureaucracy

In a bid to improve the performance of Indonesia’s bureaucracy, Vice President Ma’ruf Amin urged remaining government agencies to quickly simplify their bureaucracy

As the Chairperson of the National Bureaucratic Reform Steering Committee, the Vice President ordered Ministry of State Apparatus Empowerment and Bureaucratic Reforms, the National Civil Service Agency (BKN), the State Administration Agency (LAN), and all government agencies to carry out strategic measures in order to realize organizational transformation, performance management transformation, and job transformation within the framework of bureaucratic reforms.

One of the measures is through accelerating the transition from structural positions to functional positions. “This requires support for performance-based organizational structuring. In addition, there is also optimization of the development of functional position competencies and agility on the State Civil Apparatus’ mobility,” the Vice President said virtually at the 2021 National Coordination Meeting on Personnel Management held by BKN , Thursday (01/07).

The Vice President said that the simplification of the bureaucracy was carried out not only as a fulfillment of the technical aspects of documentation. However, it must also address the root of the problem and change paradigms to provide the possibility of finding various breakthroughs, innovations, or new thoughts that can change the mindset of State Civil Apparatus and work culture in government organizations.

“Indicators of changing the State Civil Apparatus’ mindsets and organizational work culture can be seen from the increased awareness of the State Civil Apparatus towards their existence and function as policy implementers, public servants, and the unifier of the Unitary State of the Republic of Indonesia. This awareness must also continue to be improved and balanced with the application of the principle of a comprehensive merit system,” he said.

The Vice President also underlined that the implementation of the simplification must also consider the principles of prudence, accuracy, objectivity, fairness, efficiency, and transparency.

“This is to maintain that public services can still be carried out optimally. Meanwhile, the State Civil Apparatus who undergo the transformation of the position in question, will not be harmed in terms of welfare or career,” he said.

On the occasion, Head of BKN Bima Haria Wibisana said that government agencies needed State Civil Apparatus who are visionary, anticipative, and reflective. “We need State Civil Apparatus who think reflectively, rethinking the results of their thoughts and think horizontally as well as across disciplines to realize dynamic governance,” he said.

Furthermore, Bima Haria said, as an effort to implement various policies related to the management of human resources, it is necessary for information technology support to become more effective, efficient, and accountable. Hence, during the National Coordination Meeting, BKN launched the National Personnel Information System (Simpegnas). In its construction, BKN cooperated with Ministry of State Apparatus Empowerment and Bureaucratic Reforms, Ministry of Communication and Informatics, and the National Cyber ​​and Crypto Agency.
