Gov’t Issues Regulation on National Nutrition Agency

President Joko “Jokowi” Widodo on Monday (08/19) at the State Palace, Jakarta, inaugurated Dadan Hindayana as Head of the National Nutrition Agency.

The National Nutrition Agency is a government institution established based on Presidential Regulation of the Republic of Indonesia (Perpres) Number 83 of 2024. The Presidential Regulation can be accessed on the Cabinet Secretariat’s website.

“The National Nutrition Agency is a government institution established by the President to carry out the task of maintaining nutrition fulfillment at the national level,” the Presidential Regulation read.

In carrying out its duties, the National Nutrition Agency carries out seven functions, namely:

First, coordination, formulation, and determination of technical policies in the fields of systems and governance, provision and distribution, promotion and cooperation, as well as monitoring and supervision of national nutrition fulfillment.

Second, coordination and implementation of technical policies in the fields of systems and governance, provision and distribution, promotion and cooperation, as well as monitoring and supervision of national nutrition fulfillment.

Third, coordination of the implementation of tasks, fostering, and provision of administrative support to all elements of the organization in the National Nutrition Agency.

Fourth, management of state property/state asset under the responsibility of the National Nutrition Agency.

Fifth, implementation of substantive support for all organizational stakeholders of the National Nutrition Agency.

Sixth, supervision of the implementation of tasks in the National Nutrition Agency.

Seventh, implementation of other functions assigned by the President.

Article 5 paragraph 1 of the Presidential Regulation states that the targeted recipients for providing nutritious food are as follows:

– students at the early childhood education level, basic education level, and secondary education level in general education, vocational education, religious education, special education, special service education, and Islamic boarding school education;

– children under five years of age;

– pregnant women; and

– breastfeeding mothers.

“Any amendments to the target for providing nutritious food as referred to in paragraph (1) are determined by the President,” Article 5 paragraph 2 of Presidential Regulation reads.

The National Nutrition Agency is under the authority of the President and directly reports to the President. The organizational structure of the National Nutrition Agency consists of the Steering Council and the Board of Executives. The Steering Council consists of the Chairperson, Deputy Chairperson, and Members. The Board of Executives consists of Head, Deputy Head, Principal Secretariat, Deputy for Systems and Governance, Deputy for Provision and Distribution, Deputy for Promotion and Cooperation, Deputy for Monitoring and Supervision, and the Principal Inspectorate.

The transitional provision in Article 55 states that once the Presidential Regulation comes into force, the implementation of the duties and functions of addressing nutritional vulnerability carried out by the Deputy for Food and Nutrition Vulnerability of the National Food Agency (Bapanas), as regulated in Presidential Regulation Number 66 of 2021 on the National Food Agency, is transferred to the duties and functions of the National Nutrition Agency.

“With this Presidential Regulation coming into force, all implementing laws and regulations of Presidential Regulation Number 66 of 2021 on the National Food Agency (State Gazette of the Republic of Indonesia of 2021 Number 162) on duties and functions in the field of nutritional vulnerability, are declared to remain in force provided that they do not conflict with the provisions in this Presidential Regulation,” Article 60 of the Presidential Regulation states.

The Presidential Regulation Number 83 of 2024 comes into force from its promulgation on August 15, 2024. (UN) (RI/MUR)
