Transportation Ministry Issues Guidelines for Year-End Holidays

Ministry of Transportation has issued a circular on implementation guidelines of travelling by public transportation during Christmas and New Year holidays amid the COVID-19 pandemic.

Validity period of the circular for sea, air and rail transportation is from 22 December 2020 to 8 January 2021, while for land transportation from 19 December to 8 January 2021.

“The circular refers to Circular of COVID-19 Task Force Number 3 of 2020 which aims to prevent and break the chain of the spread of COVID-19 which has the potential to increase due to people’s travel during Christmas and New Year holidays,” said Ministry of Transportation spokesperson Adita Irawati, Monday (21/12).

Ministry of Transportation issued 4 circulars on the Guidelines for People’s Travel for land transportation (Circular of Director General of Land Transportation Number 20 of 2020), sea transportation (Circular of Director General of Sea Transportation Number 21 of 2020), and air transportation (Circular of Director General of Civil Aviation Number 22 of 2020), and railways (Circular of Director General of Railways Number 23 of 2020).

In accordance with Circular of COVID-19 Task Force, people’s travel means the movement of people from one area to another based on provincial / regency / city administrative boundaries or across countries with private and public transportation modes be it on land, rail, sea or air, with the exception of pioneering airline travelers, sea transportation to small islands, and essential logistical distribution support.

Several important points in Circular of Ministry of Transportation are as follows:

  1. Every individual must apply and comply with 3M’s health protocols, namely wearing a face mask, maintaining a safe distance and avoiding crowds, and washing hands with soap or using hand sanitizers starting from departure, during the trip to the arrival.
  2. For trips to the resort island of Bali, those travelling on air transportation are required to show a negative result certificate using the RT-PCR test no later than 7 × 24 hours before departure. Meanwhile, those who travel with land or sea transportation, private or public, are required to show a negative result certificate using the antigen rapid test no later than 3 × 24 hours before departure.
  1. For trips to and from Java Island as well as within Java Island (between provinces / regencies / cities), the following shall be regulated:

– travelers using intercity air and train modes are required to show a negative result certificate using the antigen rapid test no later than 3 × 24 hours before departure.

– travelers using land transportation, both private and public, are advised to use a rapid antigen test no later than 3 × 24 hours before departure. Filling in e-HAC Indonesia is mandatory for travelers using all modes of public and private transportation, except for rail transportation modes.

– in certain circumstances related to the provisions of the Regional Task Force, a random rapid test antigen or RT-PCR may be conducted if needed

  1. Children under 12 years of age are not required to take the RT-PCR test or the rapid antigen test.
  1. Routine trips on Java Island by sea transportation which aims to serve limited inter-island or inter-domestic port locations within an agglomeration area or by land transportation, both private and public within an urban agglomeration area (Greater Jakarta), are not required to show a result of the antigen rapid test.
  1. Apart from trips to Bali, from and to Java and within Java, the antibody rapid test can still be used and is valid for 14 days.
  1. Ministry of Transportation, together with the regional governments, the Indonesian National Defense Forces (TNI), and the Indonesian National Police (Polri) will supervise its implementation on the ground.
