Gov’t Issues Circular on State Apparatus Work System During PPKM

Minister of State Apparatus Empowerment and Bureaucratic Reform Tjahjo Kumolo has issued Circular Number 23 of 2021 on the Adjustment of Work System of State Civil Apparatus (ASN) during Public Activity Restriction (PPKM) in the Coronavirus Disease Pandemic 2019.

“Twenty-five percent of work-from-office (WFO) is prioritized for employees who have been vaccinated (for ASN in non-essential sectors outside Java and Bali implementing PPKM Levels 4 and 3),” the Minister said as stated in the circular’s appendix.

According to the circular, government institutions in non-essential sectors outside Java and Bali implementing PPKM Levels 2 and 1 must apply WFO by 50 percent if the area is in green and yellow zones. Meanwhile, government institutions must apply WFO by 25 percent if they are located in orange and red zones, the circular stated.

For government institutions in essential sectors outside Java and Bali implementing PPKM Level 4, WFO is carried out by a maximum of 50 percent of employees. If they are located in area implementing PPKM Level 3, WFO is carried out by a maximum of 100 percent by prioritizing employees who have been vaccinated. As for institutions/offices in critical sectors, they can apply 100 percent of maximum WFO.

Furthermore, non-essential government institutions in Java and Bali implementing PPKM Level 4 must apply a full work-from-home (WFH). However, they must implement WFO by 25 percent if they are located in areas implementing PPKM Level 3 and WFO by 50 percent if located in areas implementing PPKM Level 2.

Meanwhile, government institutions in essential sectors in Java and Bali implementing PPKM Levels 4 and 3 must apply WFO by a maximum of 50 percent or a maximum of 75 percent if they are located in areas implementing PPKM Level 2. As for government institutions in critical sectors, WFO is applied with a maximum of 100 percent for each PPKM level.

WFO implementation in essential and non-essential sectors is only for employees who have received COVID-19 vaccine.

The circular further stated that the implementation of WFO is carried out by implementing stricter health protocols as stated in the Minister’s Circular Number 17 and 21 of 2021. Personnel Supervisor Officer (PPK) of each government institution must ensure the ASN in their offices have received the COVID-19 vaccine as well as download and utilize PeduliLindungi app as a means to monitor the number of employees and visitors in the office.

The circular, which was signed on 22 September 2021, is valid until the end of PPKM policy during the COVID-19 pandemic.

“At the time this circular comes into force, the Circular of Minister of State Apparatus Empowerment and Bureaucratic Reform Number 19/2021 on the Adjustment of ASN Work System during PPKM in COVID-19 Pandemic, is revoked and declared invalid,” the circular stated.
