Gov’t Passes State Civil Apparatus Bill

The Government Tuesday (10/03) passed the bill on State Civil Apparatus (ASN) into Law.

“The Law provides a legal umbrella for implementing the main principle of managing non-ASN (non-tenured) employees as outlined by President Joko “Jokowi” Widodo, namely no mass layoffs,” Minister of State Apparatus and Bureaucratic Reform Abdullah Azwar Anas said.

According to Anas, the non-ASN employees could not work starting from November this year if the amendment is not yet passed. “There are more than 2.3 million non-ASN employees,” he added.

The Minister further said that there will be an expansion of work scheme and mechanism for Contract-based Government Employees (PPPK) so that it can become an option in structuring employments and will be regulated in detail in a government regulation.

The said regulation, Anas continued, will stipulate several crucial principles, including no reduction in the income received by non-ASN employees since they contribute considerably in day-to-day services.

The Government is also devising a scheme so that this structuring does not cause significant additional fiscal burdens to the Government, he added.
