Home Minister Issues Three Instructions on PPKM Implementation

Minister of Home Affairs Tito Karnavian has issued three regulations concerning the enforcement of Public Activity Restrictions (PPKM) that has been extended from 26 July to 2 August 2021.

“We have issued three Instructions of Minister of Home Affairs; Number 24, Number 25, and Number 26. The contents were drawn up by Coordinating Ministry for Maritime Affairs and Investment, Coordinating Ministry for Economic Affairs, Minister of Health, and Head of COVID-19 Handling Task Force,” Tito said in a joint press statement, Monday (26/7), at the Presidential Office, Jakarta.

The first one is Instruction of Minister of Home Affairs Number 24 of 2021 on Implementation of Public Activity Restrictions (PPKM) Level 4 and Level 3 in the islands of Java and Bali.

“It applies in 95 [regencies / municipalities] falling into Level 4 category and 33 [regencies / municipalities] in Level 3 category,” he explained.

On that Instruction, micro and small businesses including barbershop, street vendors, and the like may open for business by adhering to strict health protocols and regulations that will be set by regional governments.

In addition, the Minister issued Instruction of Minister of Home Affairs Number 25 on Implementation of Public Activity Restrictions (PPKM) Level 4 in the provinces of Sumatra, Kalimantan, Sulawesi, Nusa Tenggara, Maluku, and Papua.

The Instruction that will be applied to 45 regencies / municipalities aims to prevent COVID-19 transmission in regions outside Java and Bali that is recording a spike in COVID-19 cases. Thus, the Government will not only focus on controlling COVID-19 cases in Java and Bali.

The last one is Instruction of Minister of Home Affairs Number 26 of 2021 on Implementation of Public Activity Restrictions (PPKM) Level 3, Level 2, and Level 1, as well as optimizing COVID-19 handling posts at village and district levels to handle spread of the virus.

“In total, there are 276 regencies / municipalities falling into Level 3 category and 65 regencies / cities in Level 2 category,” he said adding that all governors, regents, and mayors are ordered to follow up the instructions by setting implementing regulations in their respective regions.

He also expected regional heads to hold coordination meeting with Regional Leadership Communication Forum (Forkopimda) and issue a policy in a form of a circular or instruction of the governor, regent / mayor that is adjusted to characteristics of their respective regions without going beyond the rules set by Instructions of Minister of Home Affairs.

“A meeting with forkopimda is necessary to synergize governments at provinces, regencies / municipalities with the Indonesian National Police, Indonesian National Defense Force (TNI), the Attorney, district court, and other related institutions,” Tito said.

He also ordered regional heads to coordinate with non-government institutions such as mass organizations, youth organizations, and prominent figures to disseminate regulations in the implementation of PPKM.

Regarding law enforcement, Tito underscored that it must be based on prevailing laws and regulations.

“In a coordination meeting last week, I have told heads of Public Order Agency (Satpol PP) to apply the Instructions in a persuasive manner through dissemination without using excessive force,” he stated.

Through mutual cooperation, he added, we can handle the pandemic, the level will go down, and public social and economic activities can be restored to normal. (TGH/UN) (RAS/MUR)
