Four Sectors in 2018-2019 National Action Plan on P4GN
The Government has decided to implement the 2018-2019 National Action Plan on Illicit Drug Distribution, Prevention, Eradication, and Abuse (P4GN) and Narcotics Precursors as stated in Presidential Instruction (Inpres) Number 6 of 2018 signed by President Joko Jokowi Widodo on 28 August 2018.
The National Action Plan is classified into four sectors, namely: 1. Prevention; 2. Eradication; 3. Rehabilitation; and 4. Research and Development of Narcotics Abuse Handling and Narcotics Precursors.
- Prevention Sector
Such national action plan to be carried out in prevention sector includes: 1. Dissemination of Narcotics hazards and Narcotics Precursors as well as information about P4GN to Civil Servants, the Indonesian National Defense Forces (TNI) and the Indonesian National Police (Polri) personnel, the institution-in-charge of which is the National Anti-Narcotics Agency (BNN), Ministry of the Empowerment of State Apparatus and Bureaucratic Reforms, and Ministry of Home Affairs; 2 Commemoration of International Youth Day at the central and provincial levels; and 3. Establishment of five Information and Education Centers on Narcotics, Psychotropic, and Addictive Substance in five vulnerable and susceptible areas of Narcotics and Narcotics Precursors.
In addition, there is also national action plan in the form of: 1. urine tests to all employees of the State Civil Apparatus, including candidates for the State Civil Apparatus; 2. Establishment of Task Force/Volunteer for Anti-Narcotics and Narcotics Precursors; and 3. Training of youth cadres for Anti-Narcotics and Narcotics Precursors.
- Eradication Sector
In Eradication sector, the national action plans have been prepared including: 1. Rescue of assets originating from narcotics crimes and narcotics precursors and/or money laundering crimes related to Narcotics and Narcotics Precursors; 2. Supervision of the Narcotics Penitentiary; and 3. Establishment of Narcotics Detention Center.
- Rehabilitation Sector
Some of the national action plans for the Rehabilitation sector in the 2018-2019 P4GN include: 1. Provision of rehabilitation services in each province, regency, and city; and 2. Assistance to Children of Victims, Children of Witnesses and Children of Narcotics Abusers and Narcotics Precursors.
- Research and Development of Narcotics Abuse Handling and Narcotics Precursors Sector
Some of the national action plans in Research and Development of Narcotics Abuse Handling and Narcotics Precursors sector include: 1. Prevalence surveys of narcotics abuse and narcotics precursors; 2. Provision of P4GN-related data; and 3. Provision of P4GN-related data integration applications.
