COVID-19 Task Force Issues Circular on Bubble System Health Protocols for MotoGP Mandalika

COVID-19 Handling Task Force has issued Circular Number 5 of 2022 on Health Protocols of MotoGP 2022 Mandalika Bubble System in Corona Virus Disease 2019 (COVID-19) Pandemic that has been in force since it was signed by Head of the task force on February 3.

“This Circular is effectively in force from February 3, 2022 until the event is officially declared ended by MotoGP 2022 organizer,” Head of COVID-19 Handling Task Force Suharyanto said in the Circular.

In order to follow up on the dynamics of SARS CoV-2 virus transmission and efforts of national economic recovery, tourism and sports sectors that are productive and safe from COVID-19 will be reopened.

Suharyanto pointed out that a bubble system will be implemented during MotoGP 2022 in Mandalika, West Nusa Tenggara province, so a mechanism to control the implementation of bubble system is required to anticipate virus transmission.

“Every party involved in the bubble system mechanism in the area where MotoGP 2022 in Mandalika is held must strictly comply with health protocols and pay attention to regulations or policies that have been stipulated by the Government,” he said.

The Circular was issued to implement health protocols in the mechanism of MotoGP Mandalika bubble system as well as monitor, control, and evaluate the implementation of the mechanism to curb a spike in COVID-19 transmission, including transmission of the new SARS-CoV-2 variant or future variants.

“The scope of this Circular is health protocols in the bubble system mechanism implementation during MotoGP 2022 in Mandalika amid the Corona Virus Disease (COVID-19) pandemic,” he said.

The Circular takes into account several legal bases of the issuance of this regulation, including the decision made during a limited meeting on January 24, 2022.

The bubble system, as defined in the Circular, is a travel corridor system that aims to categorize individuals involved into different groups (bubbles) by separating those with COVID-19 exposure risk (based on both contact history and history of traveling to regions where community transmissions have occurred) from the general public.

The bubble system also limits interaction only with individuals in the same bubble and implements the principles of quarantine to minimize COVID-19 transmission risk.

The provisions of health protocols stated in the Circular are as follows:

  1. Individuals subjected to MotoGP 2022 Mandalika bubble system who are officially registered as racers and officials enter the bubble area through the international arrival entry point of Zainuddin Abdul Madjid International Airport.
  2. Foreign and Indonesian citizens subjected to the bubble system who are neither racers nor officials may enter the bubble area through the international arrival gate under the following mechanisms:
    1. Transit through the international entry point as stipulated in the Decree of COVID-19 Handling Task Force on Entry Point, Place of Quarantine, and RT-PCR Obligations for Indonesian international travelers who carry out continued domestic travel to a bubble area; or
    2. Direct flight and enter through the international arrival entry point of Zainuddin Abdul Madjid International Airport.
  3. Individuals subjected to the bubble system who enter the MotoGP 2022 bubble area in Mandalika from abroad through the arrival entry point as referred to in number 2 must undergo centralized quarantine and obtain a negative result of RT-PCR test at the arrival on the international arrival entry point and a second RT-PCR test to complete quarantine in accordance with the provisions regulated in Circular of COVID-19 Handling Task Force on Health Protocols of International Travel During COVID-19 Pandemic before continuing domestic travel to the bubble area.
  4. All individuals subjected to the bubble system, excluding supporting workers, must carry out activities during the MotoGP event sequence based on bubble provisions as follows:
    1. The first bubble group consists of racers and officials;
    2. The second bubble group consists of audience, journalists, and VVIPs; and
    3. The third bubble group consists of officers or organizers.
  5. At the arrival on the international entry point in Lombok, all individuals subjected to the bubble system, except supporting workers, must meet the following provisions/requirements:
    1. Show a card or certificate (physical or digital) proving that they have been fully vaccinated against COVID-19 at a minimum of fourteen days before departure written in English in addition to the language of origin country, which has been verified on the website of Indonesian Ministry of Health or Indonesian International e-HAC;
    2. Show a negative result of RT-PCR test in their origin country with the sample taken maximum 2×24 hours before departure and the result is attached during health check or on Indonesian International e-HAC;
    3. Specifically for racers, officials, officers or organizers, VVIPs, and journalists, show official documents proving involvement in MotoGP 2022 in Mandalika;
    4. Specifically for audience, show proof of booking and payment confirmation of ticket and/or place of residence in bubble area;
    5. Foreign citizens subjected to the bubble system, excluding supporting workers must meet the following requirements:
      1. Show tourist visa or other entrance permits in accordance with the prevailing laws and regulations; and
      2. Show proof of health insurance ownership with a minimum coverage value of US$25,000 covering COVID-19 treatment fee and medical evacuation fee to referral hospital;
    6. Undergo body temperature checking and RT-PCR test at the arrival on the international entry point;
    7. If the RT-PCR test at the arrival on the international entry point as referred to in letter f shows a negative result, the individuals subjected to the bubble system (excluding supporting workers) may continue travel in accordance with the stipulated procedure up to the pick-up and drop-off to destination location as per the bubble group.
    8. If the RT-PCR test at the arrival on the international entry point as referred to in letter f shows a positive result, it is followed up with the following provisions:
      1. Individuals subjected to the bubble system, excluding supporting workers, who are confirmed positive of COVID-19 without symptoms or with mild symptoms are isolated or treated in an isolation facility separated from the bubble area and the fees are entirely borne by foreign citizens independently or by the Government for Indonesian citizens; or
      2. Individuals subjected to the bubble system, excluding supporting workers, who are confirmed positive of COVID-19 with moderate or severe symptoms are isolated or treated at a referral hospital and the fees are entirely borne by foreign citizens independently or by the Government for Indonesian citizens.
  6. Individuals subjected to the bubble system, excluding supporting workers, who are domiciled in Mandalika area must comply with provisions/requirements when entering the bubble area of MotoGP 2022 in Mandalika as follows:
    1. Show a card or certificate (physical or digital) proving that they have been fully vaccinated minimum fourteen days before entering the venue of MotoGP 2022 in Mandalika;
    2. Specifically for audience, show proof of MotoGP 2022 Mandalika ticket booking and payment confirmation;
    3. Undergo body temperature check and antigen rapid test on arrival at the entrance gate to MotoGP 2022 Mandalika venue; and
    4. Are allowed to enter the venue after obtaining a negative result of antigen rapid test as referred to in letter c.
  7. While in the bubble area of MotoGP 2022 in Mandalika, all individuals subjected to the bubble system excluding supporting workers must meet the following provisions/requirements:
    1. Are only allowed to interact with individuals within the same bubble group as referred to in number 4;
    2. Are only allowed to conduct activities in zones that have been designated at every facility or infrastructure within the bubble area;
    3. Undergo routine antigen rapid test every day in the bubble system area;
    4. Report to the medical staff in the bubble system area when experiencing symptoms related to COVID-19 to be tested for COVID-19 with RT-PCR test; and
    5. Comply with mechanisms of close contact tracing, isolation, and quarantine that prevail in Indonesia if a positive COVID-19 case is found in the concerned bubble system.
  8. If organizers or officers fail to comply with the provisions of bubble system as referred to in number 7 letter a and 7 letter b in order to fulfill duties and responsibilities, the concerned organizers or officers must undergo health check routinely on a daily basis to monitor symptoms arising related to COVID-19.
  9. Supporting workers in the bubble system area must meet the following provisions/requirements:
    1. Show a card or certificate (physical or digital) proving that they have been fully vaccinated against COVID-19;
    2. Undergo routine RT-PCR test every three days and obtain a negative result;
    3. Undergo antigen rapid test every time they enter or exit the bubble system area;
    4. Are allowed to enter or exit the bubble system area after obtaining a negative result of antigen rapid test as referred to in letter d;
    5. Report to the medical staff in the bubble system area when experiencing symptoms related to COVID-19 to be tested for COVID-19 with RT-PCR test; and
    6. Comply with the mechanism of close contact tracing, isolation, and quarantine that prevail in Indonesia if a positive COVID-19 case is found in the concerned bubble system.
  10. Mechanism of close contact tracing, isolation, and treatment if an individual subjected to the bubble system is positive of COVID-19 during the tourism activity in MotoGP 2022 in Mandalika bubble system area is carried out with the following provisions:
    1. For positive asymptomatic or mild COVID-19 cases, isolation or treatment is carried out in an isolation facility separated from the bubble system;
    2. For positive COVID-19 cases with moderate or severe symptoms, isolation or treatment is carried out at a referral hospital;
    3. The fees of isolation or treatment for positive COVID-19 cases as referred to in letters a and be for foreign citizens are completely borne on their own. As for related workers, including hotel staff, the fees are borne by hotel management, and for Indonesian citizens who are not hotel staff are borne by the Government; and
    4. Contact tracing is carried out to all participants in the same bubble where the positive COVID-19 case is found based on the mechanism that has been stipulated and is implemented by the local health office.
  11. All individuals subjected to the bubble system in MotoGP 2022 Mandalika in the bubble system mechanism must strictly observe the following health protocols while in the bubble system area:
    1. Wear a three-ply cloth face mask or medical mask that covers the nose, mouth, and chin;
    2. Change the mask routinely every four hours and dispose of the mask waste to a designated place;
    3. Wash hands periodically using water and soap or hand sanitizer, especially after touching items that have been touched by others;
    4. Maintain a distance of minimum 1.5 meters from others and avoid crowd; and
    5. Use PeduliLindungi application while doing activities in the bubble area.
  12. After completing activities in MotoGP 2022 in Mandalika, all individuals subjected to the bubble system must comply with health protocols or requirements for international travelers that prevail in the destination country/region.
  13. Facilities or infrastructure used in the bubble system area must meet the following provisions/requirements:
    1. Create communication, information, and educational media as well as carry out massive dissemination of observing health protocols;
    2. Have facilities or supporting infrastructure that can be used separately in each bubble group;
    3. Have supporting workers, as follows:
      1. Health protocol operational security and monitoring workers;
      2. Health care workers, at least doctors and nurses; and
      3. Supporting health protocol enforcement workers, at least administration workers, cleaning service workers, and cooks.
    4. Have a system that monitors health protocol implementation, such as TV camera,
    5. Have lodging rooms that meet the provisions as follows:
      1. Have adequate windows or ventilations;
      2. Have adequate lighting;
      3. Have trash bins with a cover and plastics for infectious waste;
      4. Have floor covering that is easy to clean; and
      5. Have a bathroom in every room.
    6. Have lodging rooms that can be used by more than one person or family and meet the requirements as referred to in letter e;
    7. Have areas that serve to take specimens and observe health equipped with at least a thermometer for body temperature, stethoscope, sphygmomanometer, oximeter, medicines, and other basic medical devices;
    8. Have areas that function as drop off and pick up point, registration area, decontamination or disinfection area, area for outdoor activities, area to take or examine specimens, and medical check up area;
    9. Have quarantine and isolation rooms separated from the bubble system area as the area to enforce quarantine and isolation to international travelers subjected the bubble system mechanism as well as officers and employees at the facilities or infrastructure within the bubble system area;
    10. Have a special break room for supporting workers who are directly involved in the monitoring, supervision, and implementation of health protocols;
    11. Have waste disposal facilities that meet at least the following environment sanitation standards:
      1. Separate organic and inorganic waste;
      2. Are available in an adequate number; and
      3. Have temporary disposal sites (TPS) and hazardous and toxic waste disposal sites.
    12. Have disinfecting tools and materials; and
    13. Have personal protective equipment supplies.
  14. Every operator of transportation mode at the international entry point is required to use PeduliLindungi application.
  15. Port Health Authority (KKP) of International Airport facilitates Indonesian or foreign citizens subjected to the bubble system who require emergency medical service on arrival in Indonesia in accordance with prevailing provisions.
  16. Ministries/institutions/regional governments that carry out functions related to the bubble system mechanism of MotoGP 2022 in Mandalika follow up on this Circular by issuing legal instrument that is in line with and not against this Circular and in accordance with the prevailing laws and regulations.
  17. The legal instrument as referred to in number 16 is an inseparable part of this Circular.

The Circular also states provisions on monitoring, control, and evaluation, as follows:

  1. The management of the bubble system area assisted with related ministries/institutions, the Indonesian National Defense Forces (TNI), the Indonesian National Police (Polri), and regional governments in West Nusa Tenggara province must establish a Bubble Area Task Force that carries out prevention, health treatment, fostering, and supporting functions in order to control the implementation of health protocols in the bubble system area.
  2. The monitoring and evaluation of the Bubble System Task Force are carried out periodically and in stages by the Provincial COVID-19 Task Force.
  3. COVID-19 Task Forces at regency/city level in Lombok island along with related ministries/institutions, TNI, and Polri monitor the implementation of health protocols in public facilities outside the venue of MotoGP 2022 in Mandalika.
  4. Ministries/institutions, TNI, Polri, and regional governments have the right to stop and/or enforce activities in the bubble system area on the bases of this Circular in line with and not against the prevailing laws and regulations.
  5. Ministries/institutions, TNI, and Polri assisted with Airport COVID-19 Task Force c.q. KKP of International Airport carry out routine supervision to ensure compliance with health protocols at the entry point of the airport and in the bubble system area during COVID-19 pandemic.
  6. Authorized institutions (ministries/institutions, TNI, Polri, and regional governments) discipline enforcement of COVID-19 health protocols and law enforcement in accordance with the prevailing laws and regulations.
