Press Statement of President of the Republic of Indonesia on Holiday Allowance (THR) and 13th-month Salary Bonus for State Civil Apparatus (ASN), Government Employees with Work Agreements (PPPK), Judges, National Defense Forces (TNI), Indonesian National Police (Polri), and Retirees in 2025 at Merdeka Palace, Jakarta March 11, 2025

My Fellow Citizens Across the Nation,

Esteemed Members of the Media,

Today marks the 11^th day of Ramadan, and we are getting closer to celebrating Eid al-Fitr 1446 Hijri. The Government understands that during Ramadan and the Eid holiday, public mobility and consumption levels will significantly increase.

To support the public during this period, the Government has introduced several policies over the past 11 days, including:

• A reduction in airfare prices by at least 13–14% for two weeks during the Eid holiday period;
• Lower toll road and public transportation fares during the homecoming season;
• Provision of Eid holiday bonuses (THR) for private-sector employees, state-owned enterprises (BUMN), and regional-owned enterprises (BUMD); and
• A special Eid bonus for online drivers and couriers, which was announced yesterday.

Regarding the Eid holiday, I have signed Government Regulation Number 11 of 2025, which regulates the distribution of THR and the 13^th salary for state apparatus. The THR and 13^th salary for 2025 will be granted to all state employees at both the central and regional levels, including civil servants (ASN), government employees with work contracts (PPPK), TNI-Polri personnel, judges, and retirees—benefiting a total of 9.4 million recipients.

The THR and 13^th salary will be disbursed as follows: for central ASN, TNI-Polri personnel, and judges, the payment includes basic salary, attached allowances, and performance-based allowances; for regional ASN, the amount follows the same structure as central ASN but is adjusted to each region’s financial capacity; for retirees, the THR will be equivalent to their monthly pension.

The THR payments will begin two weeks before Eid, starting Monday, March 17, 2025. Meanwhile, the 13^th salary will be disbursed in June 2025, coinciding with the start of the new school year.

I hope this policy helps ease financial needs during the homecoming season and Eid holiday.

I would like to extend my gratitude to the Minister of Finance and the Minister of Administrative and Bureaucratic Reform for their hard work in preparing this policy. I also sincerely thank all state apparatus, judges, and TNI-Polri personnel for their dedication and service to the nation.
